The Strategic Prevention Framework (SPF)

SAMHSA’s Strategic Prevention Framework sets into place a step-by-step (five steps) process that empowers communities to identify and implement the most effective prevention efforts for their specific needs. It also includes feedback to ensure accountability and effectiveness of the program effort.

This process is known to promote youth development, reduce risk-taking behaviors, build assets and resilience, and prevent problem behaviors across the life span

The Five Steps of the SPF require States and communities to systematically work to:

1.      Assess their prevention needs based on epidemiological data                   (Needs Assessment) 

2.      Build their prevention capacity (Capacity Building) 

3.      Develop a strategic plan (Strategic Planning)

4.      Implement effective community prevention programs, policies and practices (Implementation)

5.      Evaluate their efforts for outcomes (Evaluation)
